Abstract:
The major objectives of this planning project are: 1) to establish an Alternative Transportation Financing (ATF) Pilot Program Task Force to identify the key parameters associated with the planning and implementation of the ATF Program Pilot Program; 2) to examine, with the aid of the Task Force, the technical feasibility, infrastructure requirements, public acceptance, costs, implementation challenges, and other issues associated with the design and deployment of an ATF based user fee system in Massachusetts; 3) to establish a multi-phase work plan to continue the Pilot Program including the conduct of field tests, focus groups, and other evaluative activities.
